Bayside Council has selected the area it will study for a long-term Brighton Le Sands masterplan, extending its investigations beyond the Bay Street shopping strip into surrounding streets. The decision sets the scope for planning studies and community consultation. It does not approve new buildings, changes to zoning or road closures.
Which streets are included?
At its 23 September 2026 meeting, Council considered three study-area options and selected Option 2. It covers Brighton Le Sands town centre and surrounding land within an approximately 400-to-800-metre walking distance of Bay Street and the retail core.
Council describes the general boundaries as Bruce Street and Gordon Street to the north, The Grand Parade to the east, O’Neill Street and President Avenue to the south, and Brighton Avenue, Lloyd Lane, Crawford Road and Kings Road to the west. Residents should consult the official Option 2 map to see the study area rather than relying solely on this general street description.
Why is Council preparing a masterplan?
The masterplan is intended to guide the centre’s development and improvement over the long term. Council says it will consider transport, economic activity, public spaces, housing growth, neighbourhood character and community priorities. A masterplan provides a planning framework, not immediate development approval.
Preliminary transport and economic feasibility studies were completed in the first phase of the project and reported to Council in May 2026. The NSW Government’s Sydney Plan, released in August, identified Brighton Le Sands as a priority location for future housing growth and short-term masterplanning investigations.
What changed in September?
According to Council’s updated project page, the September resolution removed the separate Bay Street and Complete Streets investigations from the scope and updated the project title. Those previously discussed street proposals should therefore not be presented as approved elements of the current masterplan.
The decision is about the boundary for future investigation. It does not mean that every property in the study area will be redeveloped, or that any particular height, density or road change has been agreed.
When can residents have a say?
Community engagement is the next planned phase. Council says it will seek views on local priorities, opportunities and aspirations before further masterplanning work. No consultation deadline is listed in the current project information, so residents and businesses should check for announcements rather than assume submissions are already open.
For people living, trading or travelling through Brighton Le Sands, the immediate practical step is to review the official project page and Option 2 study-area map. Council says it will update the page as the project progresses.
