Kogarah master plan consultation closes as Council reviews feedback

The draft plan looks at housing, transport, public space and future growth around Kogarah town centre.

Consultation on the draft Kogarah Strategic Centre Master Plan has now closed, with Georges River Council reviewing community feedback on a 20-year framework for the town centre and surrounding area.

The public exhibition closed on 9 September 2026. The plan looks at how Kogarah could accommodate future housing, jobs and services while improving transport, public spaces and connections around the centre.

What area does the plan cover?

The study area is broadly bounded by Harrow Road to the north, the T4 Illawarra rail line to the west, Princes Highway to the east and Jubilee Avenue to the south.

Kogarah is one of Georges River’s two designated strategic centres and contains major hospitals, specialist medical services, schools, TAFE, businesses, community services and public transport.

What could change over the next 20 years?

The draft plan proposes concentrating future growth around the railway station, town centre and rail corridor. It also considers housing choice and affordability, local jobs, the health and education precinct, walking and cycling, public transport, traffic and parking.

Other priorities include better public spaces, more trees and shade, safer streets and protection of the Kogarah South residential heritage conservation area and nearby blocks.

No immediate change to existing planning controls

The master plan is strategic rather than an immediate rezoning. Georges River Council says the draft itself does not change what residents or businesses can currently do with their properties.

Existing planning controls remain in place unless later changes are formally adopted by Council and, where required, the NSW Government.

What happens now?

Council is reviewing submissions received during the exhibition. Feedback will be considered before the draft master plan returns to Council, and further project updates are expected once that review is complete.

That makes the next Council decision important for Bayside-area residents who use Kogarah for shopping, work, health care, education and transport, even where they live outside the Georges River local government area.
